What Are Data Centers?

Data centers are physical facilities that house servers, data storage, networking equipment, and other IT infrastructure used to process, store, and distribute data. They’re the backbone of everything we do online or connected to a network. From streaming Netflix or checking your bank account, to using cloud storage, Zoom calls, and AI tools, data centers have a major impact on our day to day lives and are akin to power plants and water treatment facilities. 

These facilities require large amounts of electricity to run and cooling systems, that are often water-based, to manage the heat generated by all that equipment at the facilities. Because of those demands, data centers are typically built in areas with strong, existing infrastructure and plentiful access to water. All of which Lake County has in abundance.

There are generally three categories of data centers, separated by their power requirements:

  • Small: up to 1 megawatt (often serving local businesses or universities)
  • Medium: 1–4 megawatts (regional or multi-tenant facilities)
  • Hyperscale: tens to hundreds of megawatts, used by major tech companies like Google, Amazon, or Microsoft and are required for AI tools.

The larger the electrical draw, the greater the heat and therefore, the greater the cooling and water needs to properly operate.

That’s where Lake County’s strengths come in. We’re home to the Perry Nuclear Power Plant, and we have roughly 31 miles of shoreline on one of the largest sources of freshwater on Earth. Combined with our well-managed county utilities and access to major fiber, electrical transmission and road networks, Lake County checks nearly every box that data center developers look for.

But what would a data center mean for residents?

There are impacts to consider. These buildings produce low but steady noise, comparable to heavy traffic or a home vacuum cleaner. To address that, most modern data centers use sound barriers such as tree-lined green zone buffers or acoustic walls similar to the ones along State Route 2. They also manage light pollution through downward-facing fixtures and “night-sky” lighting plans that protect neighboring homes.

In short, data centers are the quiet engines of the digital world—vital to the economy, yet dependent on local power, water, and planning. And with its mix of infrastructure, location, and natural resources, Lake County sits right at the intersection of that conversation.

Data Center Projects and Their Impact

Understanding what data centers are is only the first step. The real question is what kind of project, if any, makes sense for Lake County. A massive hyperscale complex isn’t the only option. With the infrastructure we already have, we could pursue smaller or more balanced developments that strengthen the local economy without changing the character of our community.

When it comes to data centers, size makes all the difference. Larger facilities demand far more electricity, water, and land. Smaller operations might not make headlines, but they can deliver consistent benefits without overwhelming utilities or reshaping the landscape. So, what could that look like here at home?

A small data center that uses around one megawatt of power could serve as a local “edge” site that processes data closer to where it’s used. Hospitals, schools, small businesses, and emergency services rely on quick, reliable connections, and a facility like this could help meet that demand. It would take up less space, use far less water and energy, and create skilled technical and maintenance jobs without requiring major infrastructure upgrades. Smaller centers also blend more easily with nearby businesses and neighborhoods, producing little noise or light pollution.

A medium-sized center, in the one- to four-megawatt range, could act as a small technology park. Instead of a single massive operator, several tenants could share space for secure data operations, office work, and tech-driven startups. That type of development could expand the local business base and attract investment while keeping the impact manageable. Partnerships with Lakeland Community College, Auburn Career Center, and Lake Erie College could connect local students to training and job opportunities. Shared cooling, power, and fiber systems could lower costs and energy use, and newer designs can even reuse waste heat for nearby buildings.

Projects of that size might require upgrades to substations or roads, but those costs are typically covered by the developer, not local taxpayers. Medium-scale centers strike a healthy balance: large enough to bring new jobs and revenue, small enough to fit within local limits and zoning goals. A larger project would be greatly beneficial to the advancing, digital infrastructure that relies heavily around artificial intelligence. However, facilities that can handle those needs require nearly 10 times the amount of power to truly be prepared for the advancing world. A 50 MW facility would attract businesses, but also generate significantly more noise, require greater resource demand, and would negatively affect nearby residential neighborhoods. 

Another option would be something entirely different that still uses the site’s infrastructure such as advanced manufacturing, research facilities, or logistics hubs that provide steady jobs without heavy power use. Such projects create visible, year-round benefits and keep future options open, avoiding dependence on one specialized industry.

Each path comes with trade-offs. Small centers bring stability with minimal disruption. Medium projects offer jobs and investment without straining utilities. Large hyperscale complexes promise big numbers but carry higher costs, noise, and environmental demands.

For Lake County, the question isn’t whether to develop land that attracts this kind of attention, it’s how to do it responsibly. Our strengths are our reliable infrastructure, abundant water, and  skilled workforce that give us choices. The opportunity now is to use them wisely and build something that reflects both our community’s values and its potential.

I hope you can see that I have tried my best researching this topic and the complexities with it.

Perry Data Center

With that said, I am against 𝐭𝐡𝐢𝐬 proposed project, at 𝐭𝐡𝐢𝐬 time, at 𝐭𝐡𝐢𝐬 location, in Perry. Here are my reasons why.
First, you have to look at the energy generation and supply in Ohio right now. The Statehouse recently passed a large energy bill, HB 15 [1]. While I disagree with the parts of this bill that drastically reduce the property taxes paid by existing energy generation facilities, such as the Perry Nuclear Power Plant, I understand why they did. We are in desperate need of more energy generation in Ohio.
If that statement was news to anyone, you should know that State Representative Klopfenstein who introduced HB 15 also introduced a separate bill, HB 427 [2], which allows utility companies to regulate thermostats in private homes under certain conditions. That shows how dire it is and how ridiculous the proposed solutions are. According to the 2025 Report Card for Ohio’s Infrastructure [3], Ohio’s total electricity generation capacity is roughly 30,000 to 35,000 megawatts (MW) statewide. Building facilities that require tens of thousands of homes’ worth of electricity wouldn’t appear to be a good thing right now. For context, a single large data center in New Albany recently filed to construct its own 120 MW natural-gas plant to meet its power needs [4]. That’s enough electricity to power nearly 80,000 homes. Estimates show this current proposed project in Perry Village consuming the equivalent of 20,000-25,000 homes.
If we were in a better energy-supply situation, I would be more inclined to support this project. But this project doesn’t even attempt to offset the massive amount of power it will require with any onsite generation. Across the state, in Columbus, Cleveland, and other cities where large data centers have been built, energy bills for nearby residents have risen as utilities pass along capacity costs tied to serving these new, energy-hungry facilities. The regional grid operator PJM reported in its 2025 capacity auction results that capacity-clearing prices jumped from $28/MW-day to $262/MW-day, a nearly tenfold increase, signaling growing strain on the grid.
My second reason is the potential statewide constitutional amendment that could eliminate property taxes in Ohio. One of the most significant benefits of data centers to local economies is the property-tax revenue they provide. There are downsides to hosting them, from noise and light pollution to high power and water consumption. The trade-off is the financial benefit to local schools and municipalities. That’s why these projects have historically been attractive. If new state policies remove the property-tax requirement for these facilities, there would be no financial benefit to the local community other than a small number of permanent jobs after construction is complete. That doesn’t outweigh the downsides in the case of the proposed project in Perry Village, in my opinion. If there were significant, guaranteed, long-term financial benefits to the community, I would be more inclined to support it.
There are datacenter projects that have been able to integrate seamlessly with developing light industrial, office, and commercial space, so that the facilities are able to enhance our digital infrastructure, but also generate opportunities for other companies to grow, and develop around that strong infrastructure. With that integration, these projects commonly generate significant property, income, and sales tax revenue. However, as Business Insider reported in May 2025 [5], many large data-center campuses end up offering fewer than 150 permanent jobs while receiving millions in tax abatements.
Lastly, I am just not a fan of how this project is being handled. Billion-dollar investments in a community should be handled with a greater level of expertise and knowledge, but most importantly have significant buy-in from the community it is located in. I have seen the sales contract, they are publicly available to anyone, and it appears to me to significantly favor the developer. The attorneys I have spoken to agree. If a public entity is entering into a contract with a developer, then the thousands of people being represented by the public entity should be the one benefitting the most from that deal.
I know it can be difficult to get the public to heavily engage on a topic, but once they do, elected leaders should do their absolute best to work with, and educate the public. The “town hall” that was held after the referendum was filed was unacceptable. It was a sales pitch, and the tone of the event was insulting to the Perry Village residents who were concerned and trying to find unbiased information.
I live in Perry Village. My neighbors and I have a very important Village Council election this November. All registered voters need to educate themselves the best they can and understand the impact of who they elect to represent us. This election will determine who we will have to advocate for us with regard to this potential project. And for those of you outside of Perry Village, please remember to vote on November 4th for quality local leaders who have an enormous impact on our everyday lives.
